Program Management support for OSD’s CAMS project: overall program planning, budgeting and execution, system engineering, acquisition documentation management, legacy system data analysis, change management, and functional business process requirements definition, design, and testing.

Navy ERP

SPAWAR / OSD / Navy ERP PMO

OSD oversight and review support to DUSD, Logistics and Material Readiness and the Business Transformation Office focused at “championing” Navy ERP through the Acquisition oversight and approval process. Provided key support to the Navy ERP financial and PS teams in Annapolis and currently provide principal staff support for Information Assurance (IA).

Design and implementation support including: program definition, concept of operations, system definition/business engineering, gap analyses, process blueprint, infrastructure and system management standards, plans and strategies for interface, data, and report definition documentation.

SIGMA

SPAWAR / NAVAIR

Intimate understanding of NAVAIR, its culture and organization and the detailed history, planning and execution of its enterprise integration program known as Sigma. Evaluated the Sigma NAVAIR ERP system supporting accounting, reporting, and management information functions—including review of functional and business management processes, suitability of core business functional areas and standard business processes, and usability suitability of Navy activity transactions and for system users. Defined NAVAIR data conversion requirements in coordination with the Sigma PS team.

Provided key staff support directly to the DUSD, Logistics and Material Readiness and the Business Transformation Office in developing and implementing Transformation strategies, policies and initiatives. Key contributor n the development of the existing Enterprise Integration (EI) Toolkit and the Logistics Enterprise Strategy and Roadmap; supported program assessments, risk mitigation approaches, implementation strategies for ERP development and rollout, change management, Enterprise Integration Concept of Operation and policy, institution of Domain Engagement and Governance support, and various management and technical interchange meetings support. Provided expert advice and support to DoD Services and Agencies which are implementing COTS based ERP solutions.

General Funds Enterprise Business System (GFEBS) ERP system technical analyses: technical approach and architecture, software development, interfaces, configuration management, monitoring applications control, infrastructure, volume and scalability requirements, performance optimization and capacity, data management, data clean-up and conversion, testing, quality assurance, service level agreements, software licenses, security, and technical documents. Functional analyses of: business process re-engineering, requirements, implementation plans, change management, organizational development, training, and graphical support. GFEBS will have approximately 80,000 users in 300 locations.

Supported integration of materiel management, maintenance management, and property accountability business processes toward the overall Business Enterprise Architecture and Army Enterprise Architecture: change management, studies, analyses, and reports documenting proposed improved policies and/or processes, assistance in implementing these processes, and planning and coordinating these new capabilities throughout the Army Enterprise. Global Combat Support System-Army will have an estimated 135,000 users around the globe when fully implemented and will provide essential operational capabilities that include operations, and information from non-logistics systems.
